With more than a decade of experience working across fisheries science, ecosystem-based management, highly migratory species, marine policy and governance, and competing ocean uses, Dr. Haugen’s work spans research, policy, cross-sector collaboration, and practical implementation from local to international levels. Her experience includes government, nonprofit, academic, and consulting settings.
Areas of Expertise
Ecosystem-Based Management
Dr. Haugen’s core expertise is marine ecosystem-based management (EBM), including ecosystem-based fisheries management (EBFM), with a focus on balancing social, ecological, and economic objectives across ocean-use sectors and translating EBM principles into practice. She has led international, multi-partner research efforts to assess EBM progress, identify barriers and solutions, and develop a performance measure framework for use across different management contexts. This expertise is reflected in her peer-reviewed publications on EBM progress, performance, and the business case for EBM, along with white papers, technical reports, collaborative research, and her co-authorship of the textbook Marine Ecosystem-Based Management.
International Ocean Policy and Governance
Her expertise includes international marine policy and governance, with a focus on how scientific evidence is incorporated into management across jurisdictions and institutions. Dr. Haugen’s work addresses transboundary ocean management, high seas governance, marine biodiversity and conservation, and the development and implementation of marine policy and management frameworks across jurisdictions.
Fisheries Science and
Highly Migratory Species
Her fisheries research includes highly migratory species, particularly sharks, with a focus on fishery interactions, management, and conservation. Her work on North Atlantic porbeagle has examined stock structure, spatial patterns, and interactions with commercial fisheries, while research on spiny dogfish explored management considerations and opportunities for a sustainable, underutilized fishery. More recent work extends these themes through initiatives addressing bycatch and the fuller use of resources from commercial fisheries.

Fisheries Interactions
Dr. Haugen’s experience includes offshore and coastal development projects, with work spanning fisheries interactions, environmental impact assessment, permitting and regulatory processes, and biodiversity and conservation planning. She has evaluated ecological, socioeconomic, and operational considerations associated with development and translated scientific and stakeholder information into findings and recommendations that support planning and decision-making.
